In no way is the VP "In charge of the Senate" the only thing the VP has to do with the Senate at all is if there happens to be a tie they cast the tie breaking vote.

yes i ripped it from wikipedia (laziness) but it is still correct..

Under the Constitution, the Vice President is President of the Senate. As President of the Senate, the Vice President is nominal head of the United States Senate. In that capacity, the Vice President is allowed to vote in the Senate, but only when necessary to break a tied vote. Pursuant to the Twelfth Amendment, the Vice President presides over the joint session of Congress when it convenes to count the vote of the Electoral College.

for all intents and purposes yeah they are in charge of the senate.. do they actually get any real power to do anything when they are there.. no not really..
